Treat Jammu based employees working in Kashmir at par with PM Package employees: Karan Bhagat

Jammu: JKPCC SC Department Friday slammed BJP Govt for turning a blind eye towards the apprehensions and concerns of people of J&K, especially SC community. This was stated by JKPCC SC Department Chairman Karan Bhagat while addressing a press conference at Party Headquarter in Jammu today. Taking a dig at Union Govt, Bhagat claimed that Govt lacks approach which is based on consistency, clarity, conviction and creating only mess making people to suffer unnecessarily without any fault of theirs.

Addressing media persons, Bhagat criticized govt’s failure to address genuine demands of reserve category employees including formation of a comprehensive time bound transfer policy, utilization of services of employees in their respective district and not to pressurize the Jammu based employees to resume their duties in prevailing situation in Kashmir Valley. Jammu based reserved category employees have been protesting peacefully for last many days to meet their demand of transfer policy. He demanded to save their lives to safeguard their fundamental right i.e. Right to Life guaranteed under Article 21 of the Constitution of India.

Bhagat claimed that some DDOs in Kashmir especially of Rural Development Department, Forest Department and Health Department are forcing the employees to resume their duties and threatened strict action despite of continuous target killing of minorities and policemen.Stating that these DDOs have stopped the salaries of minority employees, Bhagat demanded strict action against them for bothering these victimized minority employees. He said that it is unfortunate that when hundreds of employees are protesting for the assurance of their safety in wake of continuous targeted killings in Kashmir, the LG administration has been apathetic towards them.Bhagat voiced his party support for the protesting employees and demanded immediate redressal of their demands instead of victimizing them heartlessly. “These employees have been receiving threatening letters, these threats have translated into violent acts of terror which has resulted in killing of over two dozen migrant workers in targeted attacks thus creating an environment of fear and psychosis.

Bhagat claimed that owing to LG administration’s abject failure to save them from getting killed, the hapless and vulnerable employees were then forced to go on a protest to make this deaf and heartless administration pay attention to their distress calls.“All the genuine demands of the protesting employees must be conceded and the order withholding their salaries shall be immediately withdrawn keeping in view the deteriorating security situation in Kashmir,” he said, adding “A proper and suitable transfer policy should be invoked for the welfare of employees and treating them like a liability on the Union Territory should be stopped.”

Bhagat demanded immediate shifting of the Jammu based Scheduled Caste employees posted under inter district recruitment policy in Kashmir province in several Government departments to safer locations/ security zones in view of recent spree of selective killings in the Valley. He has also demanded comprehensive transfer and regularization policies for the employees working in J&K UT offices.He said that the employees who are in fear of being killed by terrorists and are on strike/protest demanding their shifting from the Valley should be treated on duty during the strike period without affecting their salary disbursement. He said that it is quite normal for a human being to feel frustrated after killing various colleagues and in such circumstances threat perception dominates even the most intelligent ones. As such the Government should address the issue of such employees in a humane manner, he asserted.
